Request for Funding Support
CAFO's Small Grants Program (SGP) is designed to fund small community-based activities that benefit the well being of needy orphans and other vulnerable children in Namibia. Religious congregations, groups, and faith-based organizations that are members in-good-standing of CAFO may apply for these small grants, of which there are two types:
- Incentive Grants - for up to N$15,000 each (generally with a maximum of one grant anually per organization or group - but two per year is possible).
- Special Support Grants - for up to N$30,000 each (with a maximum of one grants per year per, organization or group).
The Special Support Grants are usually set aside for more in-depth assistance than Incentive Grants, for services that involve more than one congregation or organization, or for programs that provide three or more services to the same orphans and vulnerable children.
Preference is given to small projects that:
- Serve extremely needy orphans and other children who are not getting any other kind of assistance.
- Provide holistic care, meaning that they provide several different services to the same children at the same time. For Special Support Grants, at least three different services must be provided:Educational and Vocational Support, Psycho-social Support, Food and Nutritional Support, Health, Shelter and Care Economic Opportunity or Strengthening, and Legal Service.
- Actively links needy orphans and children with other support services that already exist in their community, even if they can't pay for this assistance.
- Help orphans and vulnerable chilren live as normally as possible.
- Empower orphans and vulnerable children by providing them with opportunities for their own self-expression, leadership-development, and meaningful input into the care they receive.
- The local CAFO 'Pilot Committee' has reviewed and approved the proposal.

Outline for Proposals for Local Activities
- Name, address and contact person, plus the contact numbers (telephone, fax and /or e-mail) of the IMPLEMENTING ORGANIZATION. Please remember that only CAFO-members organizations can apply for grants.
- Goals of the project (list these 1,2 and 3)
- Expected outcomes of the project: What difference will the project make with the money you are requesting, in ways that can be seen or measured?
- Description of how the project will work: What are the activities that you plan to do, and when, and by whom? When do you expect the project to start and to end? For the money you are requesting, how many people will be assisted, and how often? This should be as specific as possible.
- Possible problems or difficulties: What do you think will be the greatest challenge or difficulty you will face in this project, both to start it up and to keep it going?
- Management and Administration: Who is responsible for this project? (List the person’s name and contact-information.) What steps will you take to make sure that the money is properly spent and accounted-for?
- Infrastructure: Please explain where the project will be held, who will be the staff (or volunteers) involved, and how you will deal with the need for transport
- Other Partners: What other organizations are you working with? Is any other organization or person helping you in any way (this doesn’t only mean, with money – but also in other ways such as a free venue, volunteers, or other donations).
- Sustainability: How will you keep the project going, or how will you follow up, after this money is used up?
- Financial Capacity: Has your organization or church ever handled money from a grant before? What were the procedures you used at that time? Who will be in charge of the money that is given this time, and how will you make sure that CAFO gets a good report with a detailed accounting – including receipts – for ALL the money that is spent?
- Budget: What will you spend the money on, how much, and when (over what period of time)? Please list all categories of expenses, as clearly and detailed as possible. (This is the most important part of the grant-requested.)
Note: CAFO has three additional guidelines:
- CAFO will not pay for staff salaries
- CAFO pays no more that N$25 - 30 PER DAY PER PERSON (for breakfast, lunch, and dinner), -- total) for food at training events. For partial days (no breakfast or dinner – total) for food at training events. For partial days (no breakfast or dinner), the amount per person should be less.
- For the first round (s) of grants, the maximum that will be offered is N$ 5 000.00
Criteria for Submissions of a Proposal
- Stage One
Is the application from a bona fide CAFO member.
Does the proposal focus directly on orphans and OVC.
Is the proposal specific in terms of its projected activities, outcomes etc.
Does the member have the necessary skills, expertise and infrastructure to implement the proposal project effectively.
Is the application complete. - Stage Two
Does the proposal focus on national priorities to support orphans/OVC
Can the community benefit from this project? Is there a possibility that individuals could benefit rather than the community as a whole}
Are the management/financial systems in place to ensure accountability.
Are the proposed activities and outcomes in line with the grant requirements of the donors
Does the proposal include a formalized reporting structure and time frame - Stage Three
Can CAFO management be reasonably sure that the support requested will be utilized as proposed, and that strict measures for accountability are in place
Is the request in line with the aims/objectives of CAFO
Are there safeguards in place should the project run into trouble
Can the project sustain itself once the CAFO support/funding comes to an end
Notes:
- The decision of the Board is final. After each stage, proposals will be awarded a priority rating. Proposals/requests may be referred back to members after any stage for further development or completion. It is possible that CAFO might discuss capacity building steps with members after reviewing their proposals, and before considering grants. Members who do not have programmes or have not prepared and submitted proposals before, will be encouraged to discuss their proposed programme development with the National Co-ordinator before submitting a request/proposal.
- The focus of the above is on applications from individual faith-based members. It is likely that there will be joint ecumenical programmes, especially in rural towns. Under these circumstances proposals will be developed jointly, facilitated by the Programme Officer or an appointed representative of CAFO.
